That must have been completed. They will now build the test bed, a 15-square-mile network that the Associated Press says contains 81,000 households. Phila.'s then-CIO told me this last winter that the test bed would cover many kinds of terrain and housing densities. The whole network will pass 590,000 households, and the company is saying it will be complete by third quarter 2007.
