The trade ministry in Israel just officially set aside spectrum for Wi-Fi and Bluetooth: I wonder if people there have used Wi-Fi illegally without this designation? I'm surprised that the country is just approving Wi-Fi use seeing as Israel has a quite advanced wireless technology industry, including Alvarion, which has its headquarters there.
Israelis have *definitely* been using WiFi equipment illegally. In fact, last winter in Hong Kong, I pointed an Israeli businessman in the direction of one of Hong Kong's Computer Centres, where he was planning on picking up an AP and some cards for his home network in Israel.
He was, admittedly, the CEO of a wireless startup, and he knew remarkably little about WiFi equipment considering its popularity and his background in wireless.
So while some people have definitely 'illegally' imported the stuff, the govt ban has likely been pretty effective. He did say that the equipment wasn't available at all within Israel, which I found quite surprising.
In france wifi has been made legal only this summer: I think no one new it was illegal... :)
All wifi products sold here were making it clear they were "wifi enabled", with a great deal of marketing around it.
That was in france just a delay in the legal system.
