The thing is, France only has two 802.11 channel allocations in total. Can you spell congestion?

Can anyone setup and operate a WiFi service in France. Are there any government restrictions. Do I nedd to register.
To Nigel: In most places in france, all 13 channels are allowed. The only limit is on power, at 100 mW EIRP.

Yes, anyone can. There are cases when you need a licence (when you use wireless to connect public nodes together), but the licence is free.

Wixos is a project of Telcite/Naxos, which are the fiber/telecoms subsidiaries of RATP, which is the public agency running the Paris metro. Nothing private here.
